The Changing Outlook for Offshore Natural Gas Project Development in Australasia
 
The global LNG market faces significant headwinds due to both rising costs as well as falling spot and long term LNG prices. Declining oil prices have lowered the price of long term LNG prices, while spot market prices have fallen over 50% as increased quantities entered the market. With over 100 million tonnes of annual capacity currently under construction, the outlook for Australasian LNG production from offshore gas resources is highly uncertain. This paper will study the currently under construction Australasian LNG developments associated with offshore fields and examine operators' failure to deliver LNG capacity on time and under budget. The study will then examine the outlook for yet-to-be-developed fields and examine the potential competitiveness of these fields in light of the changing global LNG market. The study will emphasize the importance of both FLNG technology as well as cooperation between contractors and operators, especially as it relates to standardization of FLNG units both within operator/contractor consortiums as well by third party contractors. The study will then examine the long term outlook for offshore gas-based LNG projects, both with conventional and FLNG development schemes and address the future viability of offshore natural gas to LNG developments in the Australian region.

What's New at Quest Offshore
Global Deepwater SURF-EPIC Contract Backlog Strong in the Short-Term
Although there were less contracts awarded in 2014, the size of the contracts were larger than previous years with the total contract value reaching nearly that of 2012. Large SURF contractors have full backlogs for the installation years of 2015 and 2016 but there is a significant drop in 2017 as those SURF awards from 2010-2013 are completed. Many of the contracts awarded in 2015 were fast track installation scopes and were added to the 2016 backlog.
Large SURF awards for Total's Kaombo and Egina, Bp's Shah Deniz Phase 2 and ENI's NC PSA and Eastern Hub development are contributing to Africa/Mediterranean's overwhelming share of SURF contract dollars and Ichthy's and Wheatstone are the main contributors to the Asia Pacific region.
